The Health Sector in Botswana

In Botswana, the administration of the health sector,  development, and implementation of health policies and programs is the responsibility of the Ministry of Health.

The ministry sets the general objectives, priorities, and direction of the sector and directs the implementation, operation, and development of different services in the country.

For 2005/2006, the ministry was allocated the third-largest budget of approx. 606 million pesos, with the largest part of the budget being devoted to infrastructure development and improving health facilities for all citizens of Botswana.

Challenges of The Healthcare System in Botswana

Botswana is a landlocked country in southwestern Africa bordering  Namibia, South Africa, Zambia, and Zimbabwe.

Due to its inland landscape, it is heavily dependent on foreign products. Due to the small size of the Botswana market, to date, the pharmaceutical industry does not manufacture drugs and has a small number of registered drug manufacturers.

As a developing country, Botswana is still a young pharmaceutical industry mainly active in the repackaging and distribution of pharmaceuticals The government of Botswana, therefore, imports medicines and pharmaceutical raw materials which are dispensed to pharmacies for private consumption or commercial repackaging and institutional purposes.

Trade-related intellectual property rights can be the stepping stone to providing Botswana with easier access to cheaper generics. Botswana as a developing country took advantage of these provisions of international trade law and revised its intellectual property laws to incorporate these TRIPS flexibilities.

Botswana faces major challenges in addressing health threats such as HIV / AIDS, malaria, tuberculosis, and now COVID19.

There was an increase in positive COVID cases and related deaths in the second and third quarters of 2021. In July 2021, President Masisi informed the nation that Botswana is unlikely to have enough vaccines to protect its citizens by the end of 2022.

The government also tries to improve the health infrastructure and to provide and improve the medical and surgical teams. These additional funds will be used to contain the pandemic.

In recent years, thanks to the generous financial support from the United States under the President’s Emergency Plan for AIDS Relief (PEPFAR), Botswana has made great strides in fighting HIV / AIDS.

Improvements in the healthcare sector include the construction of new and refurbished healthcare facilities, the introduction of data acquisition and storage technologies, and other innovations such as telemedicine.

Due to the lack of trained health workers, the government may try to outsource various health services. To counter this deficiency, the GoB, together with the University of Botswana, built a  teaching hospital with 450 beds, which is currently accommodating COVID19 patients.

Botswana’s pharmaceutical market offers more benefits than many of its regional neighbors, including a more stable working atmosphere and government support for health care initiatives.

However, the small size of the market and the per capita affordability of patented drugs will continue to hamper direct participation by multinational companies, even if market demand has to be met almost entirely by imports.

Conclusion

Botswana will remain attractive to pharmaceutical companies as the country’s trade deficit is expected to widen further.

A report released by analysts and researchers in the Fitch Solutions report found that despite the sharp decline in the gross domestic product (GDP), public spending on healthcare is increasing.

However, Botswana will continue to be dependent on pharmaceutical imports. Generics will continue to dominate Botswana’s pharmaceutical market, but local manufacturing options remain limited.
