Pharmaceutical companies in Vietnam are among the fastest-growing industries in Asia and the world at large.

Demand for high-quality medicines has been catalyzed by high economic growth, rising per capita income, and an aging population.

While the Vietnamese government encourages the domestic pharmaceutical industry, its options are limited to generics, further constrained by Vietnam’s accession to the World Trade Organization (joined in 2007), recognition and enforcement of international patent law, and a lack of research and innovation capacity.

With the global economic disruptions caused by COVID19 and ongoing trade uncertainties with China, emerging economies such as Vietnam offer a viable option to diversify and hedge operations while providing opportunities for long-term sustainable growth for foreign multinational corporations (MNCs).

Vietnam is a fast-growing economy in Asia with a very large population. Although the Vietnamese population is still expanding (about 1.1% on average over the period 2000-2015), the Vietnamese population is expected to enter the aging phase at a very high rate.

The rapid expansion of the urban middle class and the proportion of older people have dramatically increased the demand for health goods, especially pharmaceuticals.

Since the early 1990s, the government has addressed the needs of the growing demand for healthcare. Formulation of a set of measures to promote the development of the pharmaceutical industry.

However, the implementation of this policy does not appear to have been entirely efficient as the country still has to import up to 90% of its pharmaceutical consumption.

Vietnam’s Pharmaceutical market

Despite the rapid growth, Vietnam’s manufacturing capacity can only meet 53% of domestic pharmaceutical demand.

In 2018, Vietnam spent nearly $2.8 billion on importing medicines. In 2019, this expense increased by 10%. Vietnam is also heavily dependent on imported pharmaceutical materials, mainly from China with more than 60% of the demand.

According to the Vietnam Medicines Administration, as of May 2019, there were about 180 pharmaceutical manufacturing companies and 224 domestic manufacturing sites in Vietnam that adhered to Good Manufacturing Practice (GMP) standards.

National companies mainly produce simple dosage forms, functional foods, and generics (drugs whose exclusive protection has expired).

Market research firm IBM said the size of Vietnam’s pharmaceutical industry could reach $7.7 billion in 2021 and $16.1 billion in 2026. Market research firm IMS Health also predicts that per capita spending on medicines in Vietnam will rise to US$50 per person in 2020.

In addition, many large pharmaceutical manufacturing companies such as Hau Giang Pharmaceutical, Bidiphar, Imexpharm, and Pymepharco have invested in factory modernization, which they promise to make progress in the development of new national pharmaceutical products and improve competitiveness against imported products.

The General Statistical Office predicts that the number of Vietnamese aged 65 and over will reach 7.4 million in 2020, accounting for nearly 7.9% of the country’s total population and  18.1% in 2049.

According to a report by the Vietnam Social Insurance Agency,  only 60% of Vietnam’s population had health insurance in 2010, while this figure was 90% in 2019.

Another driving force for the pharmaceutical industry is rapid urbanization. The urbanized population of Vietnam will reach 36.2 million by the end of 2020, up from 33.6% in 2015 to 36.8%.

It is well-documented that the pharmaceutical industry’s productivity has been declining, for which several explanations have been offered, including rising costs, institutional environments that are not conducive to creativity and innovation, shareholder pressures that are incompatible with the long-term view required in drug discovery and development, and a shift from research and development to marketing, with a historical, albeit shifting, focus.

These factors, combined with the increased emphasis on translational science at the National Institutes of Health, prompted an increasing number of academic institutions to establish drug discovery programs, utilizing a variety of funding sources, infrastructure, and operational procedures.

The idea behind most, if not all, of these programs, is to ‘de-risk’ the basic findings of the academic researcher and grow a chemical compound to a stage in the discovery and advancement pipeline that is mature enough to attract pharmaceutical partners’ interest and investment.
