One of the main concerns of the pharmaceutical market participants is the recent legislative initiatives in the pharmaceutical market, tariff regulation, the development of innovative medicines, and the issue of price control of medicines.
The existing legislation carries out state control (supervision) in the field of health and social protection of the population.
To fight substandard medicines, in 2007 the Ministry of Health carried out major reforms in the pharmaceutical industry in Azerbaijan, and in June of the same year, a special organization was established – the Center for Analytical Study of Medicines.
The function of this center is to monitor the quality of imported pharmaceutical products for the wholesale and retail market, analyze the number of imported medicines, and state registration. They are talking about getting permission to practice medicine in the country for five years.
In mid-2007, in full agreement with experts from the World Health Organization (WHO), the Cabinet of Ministers adopted new regulations on drug registration and maintenance of state registration.

Medicine in the Republic of Azerbaijan
In the first years of independence, health care in Azerbaijan was very poor. The government was only able to keep the health system running with the support of international organizations. Necessary medical equipment, lack of medicines was a big problem.
A new stage in the development of medicine began after the independence of Azerbaijan. More than 10 laws have been enacted in the field of medical care.
In March 1998, Heydar Aliyev, the former President of Azerbaijan, signed a directive “On the Establishment of the State Committee for Reforms in the Sphere of Medical Care”.

Once the health programs were adopted, which included the repair and rehabilitation of medical institutions, their equipment, supply and treatment of citizens with free medicines and preparations, diagnostic centers in the regions, especially providing children with all medical services.
Today, world-class medical centers and the modern pharmaceutical industry of Azerbaijan have emerged. A national plan against diseases such as HIV/AIDS and tuberculosis are being developed in the country.
In 2004, the Association of Medical Historians of Azerbaijan was founded, which was admitted to the Paris-based International Union for the History of Medicine in 2005.
The first national conference of the association took place on February 1st and 2nd of the same year in Baku. In recent years, the Heydar Aliyev Foundation has launched several projects to treat diabetes, thalassemia, blood drives, and protect maternally and child health.
Approximately, 870 private medical companies and 2,300 pharmaceutical organizations are in operation in Azerbaijan.

In 2012-2013, 11 priority health programs were implemented in the country with a total amount of 387.7 million manats.
In 2013, the number of funds allocated to the health system from the state budget increased 11 times, based on this growth up to 500 health facilities were created or renovated.
The supply of the most important medicines has been increased from 60 to 166. In the last 10 years, mortality rates have declined; the natural population is increasing.

In Azerbaijan, the entire healthcare system and the pharmaceutical market are mostly under the direct and indirect control of the government.
Although, the drug market has better availability and is mature in terms of import, wholesale, distribution, and retail, the governance, and financing of the system are anachronistic given the significant advances towards market economy and major reforms in the public sector.
The issue is not whether efficiency can be improved or how much additional funding is needed; Rather, the question is which reform would create enough space for private sector development. In a model of this kind, governance would provide traditional functions such as quality control and drug guarantee.
